The twinning and friendship agreement was signed in 1993. The link is broad based and has no specific ending.

Objectives:
To promote friendship, mutual respect and understanding between the people of Tsumeb and Chesterfield.

  • Tsumeb - Chesterfield Teachers exchange.

  • Chesterfield/Tsumeb boys guides and girls scouts exchange links.
  • Tsumeb youth provided with sports training sponsorships.
The Way Forward:
  • Teachers exchanges between Tsumeb and Chesterfield to be encouraged for Tsumeb teachers to collect information on modem teaching techniques.
  • Encourage youth exchange between the two towns - seek funding from Commonwealth youth Centre in London.
  • Encourage sport links and Chesterfield youth football club to visit Tsumeb.
  • Encourage staff exchange on short term secondment to exchange expertise and skills.

ELVERUM, NORWAY: Website

Elverum and Tsumeb has been twinning towns since 1993 but it is only in August 2001 that the two towns decided to sign a formal Municipal International Cooperation (MIC) with assistance and support by KS.

Objectives:
To improve an effective and efficient local service delivery. To increase integration of environmental development (LA 21).
To increase democratic trust, participation and representation.
To increase transparency and accountability in the service delivery.

Areas of Cooperation:
Capacity building
Youth development
Educational development

Sponsoring Agent:
Norwegian Association of Local Government and Norad.

Recent Projects and Activities:

  • Council delegation exchange visits for capacity building, to learn both the political and municipal management system of both towns
  • Tsumeb and Elverum teachers exchange visits
  • The link has led to more community participation and ownership development projects
  • Youth Centre been established.

The Way Forward:
  • By the end of 2009 the agreement comes to an end.
  • Coordinate the project in accordance MIC programme goals.
  • Civil society organisation to have developed enough capacity to be self reliant.
  • Twining officer/s to maintain communication through projects progress reports.
  • The youth center to be Council's focal point in 2007.

TECUMSE, CANADA: Website

The technical exchange program between Tecumseh and Tsumeb was signed in 1994. The partnership differs from the traditional cultural agreements. Tsumeb / Tecumseh partnership is much more goal orientated and has a specific ending.

Objectives:
The partnership focus on municipal management and governance, sharing expertise and technology.
To help partners in developing countries to involve the public in decision-making.

Areas of Cooperation:
Council Administration Civic society
Capacity Building
Economic development / sustainable development

Recent Twining Projects and Activities:

  • Council delegations exchange visits for capacity building.
  • Civil society organisations established: Tsumeb Chamber - NCC&I; Tsumeb Lions Club; Tsumeb Women Center
  • Council made a transition to a responsive democratic society, the civil society organisation sharing decision making powers, vision and goals of the Local Authority.
  • Tecumseh provided equipments for projects in Tsumeb and the FCM support fund (MIST) supported the projects established under the FCM program.
The Way Forward:
  • As Council is entering the final stage of the FCM program, Tsumeb Council to embark on a South-South Cooperation, because the years with Tecumseh has provided a learning experience for Tsumeb.
  • Tsumeb Council to request FCM financial assistance in its new endeavours

GWERU, ZIMBABWE:

A partnership between Gweru and Tsumeb was established in July 2006.

Objectives:
To take part in peer review programmes as to enhance democratic participation of the civil society in the decision making of Council.

Areas of Cooperation:
The aims of peer review are to assess the following in the local authority.
Good Governance among others:

  • Participatory democracy
  • Representative democracy
  • Effectiveness and efficiency in the service delivery
  • Gender equity
  • Equitable distribution of services
  • Accountability and transparency

  • To endeavour by all means to consultieg the stakeholders on important matters.

LANZHOU, CHINA:

A letter of intent to establish a cooperation agreement between Tsumeb and Lanzhou was signed in Tsumeb during 2005.

Objectives:
To establish commercials links to promote and attract investment to Tsumeb.

The Way Forward:
  • Council should approach the cooperation agreement with Lanzhou with open mind not losing focus of Council Vision and Mission for Tsumeb and Government's Vision 2030.
  • Tsumeb Council should be able to articulate its agenda and negotiate for its share in the agreement.
  • The agreement to have a specific ending, not open ended, to be monitored, evaluated and revised periodically to keep trend with the changing times.
